Square Enix did possess DLC intentions

Square Enix will not be enhancing Final Fantasy VII Rebirth with additional DLC, but at one point during the creation of the RPG, they did have intentions to do so.
Game director Naoki Hamaguchi disclosed to Wccftech that the team had aimed to develop Final Fantasy VII Rebirth DLC; however, upon reevaluation, they chose to concentrate their resources on what players truly desire: the third chapter in the Final Fantasy VII Remake series.
“We concluded that what fans yearn for most is to deliver the third chapter as swiftly as possible. This will take precedence over the Rebirth DLC, thus we opted for that direction.”

Nevertheless, looking forward, Hamaguchi seems receptive to the possibility of the third game receiving an expansion or perhaps another “complete title” thereafter. He elaborated: “Following the culmination of the Final Fantasy VII Remake trilogy, there’s likely to be a significantly larger audience for Final Fantasy overall. Whether we deliver another new DLC or a complete title is something we are actively pondering.”
It has been acknowledged for a while now that Square Enix will not pursue anything further with Final Fantasy VII Rebirth, apart from making it available on more platforms. Last November, Hamaguchi remarked that fans “truly wish to see the most is not exactly DLC. They want to experience the third segment of the saga as soon as possible.”
